Fix Telegram bot environment configuration

- Updated .env with correct TELEGRAM_BOT_TOKEN and N8N_WEBHOOK_URL
- Added env_file directive to docker-compose.telegram-bot.yml
- Telegram bot now starts successfully with /validate command working
